Constitutional amendments

Roadmap Amendment 1 - Leadership

SELECT: Option A

‘A Leader shall be democratically elected in keeping with the proposals laid out in the Year 1 Organisational Paper. The constitution shall be updated thereafter. Any member in good standing shall be eligible to stand, in line with the Party’s standing orders. The Leader shall provide political, strategic, and symbolic leadership as the Party establishes itself. The Leader shall form part of the Party’s Leadership Team, alongside the Chair and Deputy Chair of the CEC, thus ensuring the Party is member-led. The Leader shall be subject to recall through a two-thirds supermajority vote of the Central Executive Committee, to be ratified by the whole membership through a simple majority.’

Explainer: We exist in a populist moment. That requires clear, democratic leadership that can inspire people across the country - not rule by committee. The CEC should hold the leadership to account, not lead the party.

Roadmap Amendment 2 - Membership

SELECT: Option A – Dual Membership with aligned allied parties

‘Members shall be permitted to hold membership in other national political parties where they have been approved by the CEC as aligning with the Party’s values, to include those with whom the Party cooperates electorally. The approved list shall be subject to ongoing CEC review and annual ratification by National Conference.’

Explainer: We want a much more open, less top down, structure for dual membership which takes away power from the CEC. We have submitted a motion to that aim - to add an option C. Sign up at dembloc.com to keep up to date on this motion. Wales and Scotland should be free to decide their own policies on dual membership

Roadmap Amendment 3 - branches and democratic accountability

Percentage of members in the area required in order to hold a quorate inaugural all-member meeting:

SELECT A: 20%

Explainer: We think even the lowest threshold option is too high. But we will advise our members to go with the lowest option on the table

Roadmap Amendment 4 - branches and democratic accountability

SELECT: Option A

‘All Branches shall be properly resourced, through regional Party structures, to be able to carry out the full-range of organising activities in their communities, and shall have autonomy over spending their budgets.’

Explainer: Branches should have the utmost autonomy. We have submitted a motion that calls for 50% of all membership funds - we will keep you up-to-date with this via our amendments page.

Roadmap Amendment 5 - Central Executive Committee

SELECT: Option B

‘The CEC shall be elected by ordinary members from across England without regional differentiation, with reserved seats for Wales and Scotland.’

Explainer: A national, STV election will be able to have the greatest engagement from the membership and avoid factional divvying up of regional votes - ensuring a democratic CEC.
