Summary

This party must be founded as a pluralist, democratic, and member- led movement. Its purpose is to place political, social and economic power in the hands of the people and foster unity among progressive forces in Britain.

Part I – 2025 Conference (proposals 1-3)

Proposal 1. Participation
A membership structure must be announced before the founding conference. All members have equal voting rights under the principle of one member, one vote (OMOV).

Proposal 2.
The first leadership elections
The first leadership elections should involve every member - whether they are attending conference or not.

Proposal 3. Motions

It must be members who write and composite motions at the founding conference. It must also be members that set the agenda of conference with a priority ballot.


Part II - Running the party (proposals 4–15)


Proposal 4. Membership fees

Standard rate: £5 per month, with voluntary higher contributions accepted.

Concessionary rate: £10 annually or £2 per month.

Under-21 rate: £2 for a two-year membership.

Fees shall be allocated as follows: 50% to the national party, 25% to the regional party, 25% to the constituency party (including 10% to ward parties where applicable).

Proposal 5. National Political Committee
The NPC is made of 16 member representatives, elected by OMOV STV, the leader(s), deputy leader, Scottish and Welsh leaders and party chair (elected by OMOV), the national field director (ex- officio) and the national campaign coordinator (ex-officio).

Proposal 6. Party building

Conference should agree a national target of engaged members every year for the NPC - their success as the NPC will be, in part, measured by this.

Proposal 7. Leaders

Leader(s), the deputy leader and Scottish and Welsh leaders should be elected by a STV OMOV procedure. There should be no requirement for any of these positions to be held by an MP, MSP or Senedd member.

Proposal 8. Officials

Key roles – including the National Field Director, Regional Field Directors and National Campaign Coordinator – should be elected by OMOV for fixed terms, ensuring accountability. They will run the staffing of the party and be accountable to the NPC and conference.

Proposal 9. Democratic decision making

Conference must be the party’s highest decision-making body, with the NPC unable to overrule it. The prioritisation of conference agenda should be set by all members.

Proposal 10. Trade unions

Each union should have a seat each on the NPC when they affiliate.They should be required to run an internal election for the post either at their annual conference or by OMOV.

Proposal 11. Party alliances

Electoral alliances with other parties require majority approval by the NPC and annual ratification at Conference. Candidate selections shall use pluralist open primaries.

Proposal 12. Preventing fiefdoms

Other parties must either enter into alliances on equal terms, as outlined in proposal 11, or dissolve into the new party to participate democratically.

Proposal 13. Dual membership

Members may hold membership in other approved democratic parties, subject to annual NPC review
and conference ratification, with transparency over finances and compliance.

Proposal 14. Natural justice and disciplinary procedures
The principle of natural justice needs to be at the heart of our disciplinary process – we need to have clearly defined membership rules that mean members must be treated fairly, with clear reasons given for decisions affecting them.

Proposal 15. Data

Membership data should always belong to members rather than be the personal property of individuals.


Part III - Preparing for Parliament (Proposals 16 – 18)

Proposal 16. Selecting MPs

MPs, including incumbents, must face OMOV constituency selections. Constituency parties should retain the right to decline running candidates where appropriate.

Any member, or a member of an allied electoral party, should
be welcome to put themselves forward for selection by an OMOV procedure at the constituency level.

Proposal 17. A democratic whip

Conference policy decisions are sovereign – when they clearly align with parliamentary debates they will become the basis for a three-line party whip.

Proposal 18. Regional political committee and local autonomy

Regional Political Committee (RPC), elected by OMOV, will provide democratic oversight of local politics, with secretaries and representatives accountable to members.

Part IV - Nations and local politics (Proposals 19 – 22)

Proposal 19. Nations

It is incumbent upon the new party to accept that it is the right of the members in Scotland & Wales to found the Scottish & Welsh parties.

Proposal 20. Councils

Council leaders will be elected by local members. Council manifestos will be written with local members. The party should run local community assemblies to feed into the manifesto writing process.

Proposal 21. Councillors

All councillors should face open selection upon the next local authority election.

Proposal 22.

Local political committee Members should elect a gender balanced local political committee comprising of ten roles. All should be open to job share.
